The State Board of Technical Education (SBTE) is a government body that is responsible for the regulation and development of technical education in a particular state. The SBTE sets curriculum conducts examinations and provides accreditation for polytechnic colleges in the state. It also provides recognition to the diploma courses offered by the polytechnic colleges. The SBTE also conducts the annual examination of diploma courses and issues diploma certificates to successful students. SBTE is different for each state, for example in Bihar, it is known as Bihar State Board of Technical Education (BSBTE).

Yes, the Diploma in Engineering and 12th standard are equivalent. Both these courses can be pursued after completion of the 10th standard. The duration of Diploma course is 3 years and intermediate (10+2) is 2 years.
Admission after Diploma in Engineering
After completing a Diploma in Engineering, students can directly apply for 2nd year in Btech through a process called Lateral Entry .
West Bengal Joint Entrance Examination Board (WBJEEB) conducts Joint Entrance Examination for Lateral Entry (JELET) for the students who have completed Diploma in Engineering / Technology / Pharmacy and want to take admission in 2nd year of Bachelor of Technology (B.Tech) / Bachelor of Pharmacy (B.Pharm) course in the colleges of West Bengal.
The Bihar Combined Entrance Competitive Examination Board (BCECEB) conducts the Lateral Entry Test (LE) for admission to the second year of Bachelor of Technology (B.Tech) programs in the colleges of Bihar.
